Analysis On The Incorrect Ideas And Countermeasures Of Land Consolidation In Southern Hilly Region At Present

With rapid social-economic development and accelerating urbanization process, the demand on non-agricultural construction land is increasing, and out-of-balance developing trend takes on between the supply and social demand of land resource, particularly cultivated land. The rational utilization question of land resource has already become one focuse of the key factors of social-economic development and each side's contradiction. It has become urgent to be solved for land science especially land utilization science, on how to make rational use of the limited land resource, promote land intensifying and sustainable development of utilization of resources.At present, the modern land consolidation directed by coordinating population, resource, environment and development problem (PRED) is still at primary stage in china, and detailed research into land consolidation in macroscopy is carried out in the academic circles, but the theory and practice in regional land consolidation are studied less. Southern hilly region is characterized by much scattered, broken and middle-and-low-yielding cropland, sharp contradiction between people and land, and sharp ecological problem. Consequently it is particularly urgent to undertake land consolidation. The study on land consolidation in this region is still at a relatively low-level stage at present, and is not enough to instruct the activities because the deficit in theory and practice aspects. On this background, analysis on incorrect ideas and countermeasures of land consolidation in southern hilly region is important for the development of the theory and practice.Drawing domestic and international relevant research results of land consolidation extensively, combining the reality of southern hilly region, this research takes Xinlong town, Yubei district in Chongqing city; Yongxing town in Fengdu county in Chongqing city; Yongning town, Guangyuan city in Sichuan Province as examples.
