There is a generally accepted standpoint that the solution to Taiwan issue is always greatly limited by the structural rules. Because China is not such a state which predominates international structure, she doesn't solve the issue with satisfaction until she becomes a structural strong state by rising its power steadily. If not, China would obey the structural rules. This standpoint is based on structural realism.In particular, structural realism insists on the balance of bipolarity structure. Three points of structural realism and its stable rules about bipolarity structure are as followed: 1.Two polarities' power are beyond other nations and only the United States and the Soviet Union are polarities; 2.Two polarities monopolize the management of the meaningful incidents in the world;3.The development of such incidents are controlled by the bipolarity structure.The Second Taiwan Crisis is such an incident under the United States and the Soviet Union's bipolarity structure. In this thesis, the historic method and the structural realism are used to make researches on the crisis and some conclusions are produced. They are as followed. 1.Even confronted with the limitation of the bipolarity structure, China has carried out its own policy independently. 2. The Second Taiwan Strait Crisis is beyond structural realism and its stable rules about bipolarity structure.Liberal institutionalism, constructivism, the reformed theory of structural realism and offensive realism that are deeply influenced by structural realism also could not explain the Crisis satisfactorily .In fact, the Crisis puts forward a new theoretical problem that structure and state cause each other.
