Democratic foundation is a decisive, basic and essential condition of successful and enduring democracy. Economy, system, culture and civil society are all important foundations of democracy. In this essay, the theory of social capital is used to analyze and expound the connection between democracy and social capital. It proves that social capital is also an indispensable foundation of democracy' successful operation.Contemporarily, China has its own special background ------the deep influence oftradition society, Socialist democracy with Chinese characteristics and the development aim of constructing a harmonious society, which makes social capital especially important during the construction of Socialist democracy in China. Observing from social capital in china at present, on the one hand, traditional social capital is closed, miniature and hierarchy, which has a negative influence on our democratic construction; on the other hand, as a result of society's diversion making an assault on social capital in China, at the present stage, our country's social has characteristics of pluralism, unequal dispersion and dysplasia of nongovernmental organization. This essay offers some considerations about countermeasures of the social capital of China's democracy. Constructing "new collectivism" is an attempt on dealing with our country' traditional and Socialist-characteristic social capital. Simultaneously, modern social capital can be cultivated through construction of self-organizational system, the foundation of regulations on the people's autonomy and people's mutual belief. Apart from above, the government also plays an important role in the course of the construction of the social capital foundation China's democracy.
