Regarding the 2010 democratic consultation of participatory public budget in Zeguo Town as the research object, through this Deliberative Polling, This dissertation surveyed the representatives of same group before and after the democratic consultation separately by using the same questionnaire and tried to find out the impact of democratic consultation on the social capital stock through experimental investigation. On the basis of data analysis and based on the theory of social capital, this thesis discusses about effectiveness of democratic consultation to social capital, the role of social capital promoted in the development of local economy and democracy, and the difficulties in the development of grass-roots democracy in China. Though the evaluation in all dimensions of social capital of the representatives who attended the democratic consultation of 2010 participatory public budget in Zeguo Town, this thesis finds out that the local democracy in China played an important role in the process of its practice as recessive social capital and had a profound impact on the future democratic development and practices. Social capital is an effective way to solve the problems of grass-roots democracy and rural society, also provides a new way of thinking about the development of grass-roots democracy and solution of social problems.
