With the increasing process of globalization of economy, the multi-lateral trade rules of WTO agreement have become the common rules accepted by nations all over the world. As one of the important aspects of procedures for assessment of conformity, quality management certification to ISO 9000 had developed rapidly, which has been recognized by international society. Meanwhile, the effectiveness of implementing quality management system has increasingly come to attention of organizations and experts. Theory and method for evaluating the effectiveness of quality management system (QMS) is the main content of this thesis.Firstly, based on discussing the forming background of ISO 9000 series standards, this thesis states the relation between market access rules and technical barriers to trade and figures out that quality management system certification plays important role in breaking non-tariff barriers and promoting international trade.Secondly, this thesis makes a positive analysis of current status of quality management. Profits brought by quality management system certification, such as the improving of products quality and customer satisfaction and market competence, are probed into by investigating the current status of quality management system certification in China and other countries in the world.On the base of investigation and research, this thesis puts forward the concept, characters of quality management system effectiveness and factors affecting the effectiveness of implementing quality management system certification. The external factors affecting the effectiveness of implementing quality management system include accreditation institution, certification body, registration body for auditor, consulting body, market context and so on. The internal factors affecting the effectiveness of implementing quality management system include top manager, planning of system, employee involvement and quality consciousness, identification and control of process, innovation of system, coupling with other management systems, quality culture, Etc.Based on the analysis of effectiveness of quality management system certification, this thesis presents scoring method, fuzzy comprehensive evaluation method for evaluating the effectiveness of implementing quality management system.At last, this thesis puts forward some countermeasures improving the effectiveness of implementing quality management system in three levels as follows:1. System innovation is the key to improving the effectiveness in the organization level.2. Strengthening risk management is an important way to improving certification quality in the certification body level.3. Picking up the establishment of certification and accreditation regulations and rules, increasing the extent that regulations and rules are brought in effect as well as strengthening the supervision to certification and accreditation activities are important measures improving the effectiveness of QMS in the accreditation body and institution level.
