So how to realize transform of rural surplus labor is a important way of solving problem of countryside, peasant, and agriculture, which is favorable to the progress of the development of agriculture and countryside, and is the key link of solving difficult problem of countryside, peasant, and agriculture and structuring the harmonious society in new period of our country. Heze Prefecture belongs to the low developed city in Shandong, with large population and weak foundation of agriculture. Rural laborer's surplus is particularly outstanding in this area. The transform of rural surplus labor not only alleviate contradiction between people and land, raise peasant income, develop countryside and agriculture of this area, but also play a enormous role in the economic development of the whole Prefecture. In order to study the problem of transform of rural surplus labor, we must clarify relevant concepts about the rural surplus labor at first. In this thesis, such concepts as the rural labor, the agricultural labor, absolute surplus and relative surplus of rural labor, the transform of rural surplus labor, etc. have been defined. On this basis, the thesis has explained the basic theories of transform of rural surplus labor, and has carried on general analysis to the transform of rural surplus labor in our country. Utilizing the statistical data of social security office of Heze to examine the absolute surplus and relative surplus of rural labor in Heze Prefecture. The Transform in current situation, The problem and restrict factor existing in transform process have been analyzed, and the thesis point out that from the view of strategic development, the transform of rural surplus labor in Heze Prefecture is divided into two stages: stage of Relying on the export of labor to shift and stage on the spot to shift. The transform of rural surplus labor of Heze Prefecture is at the first stage at present, namely relying on the export of labor to realize transform mainly, which is decided by economy development of Heze Prefecture. This thesis propose tactics of transform of rural surplus labor in this area mainly from following respects: Standardizing the laborer's market, innovativing the mode of laborer shifts, developping the primary condition of transferring rural surplus labor, structuring the mechanism of transferring rural surplus labor, dispelling the adverse effect of rural labor transform on economic development.
