Research On The Relationship Between Town Government And Village Committee Under The Condition Of Villager Self-Government

The institution space of villager self-government and democratization had been offered after 《The people' s republic of china villager committee organization dharma》 was decreed and actualized. But with the actualization of villager self-government, the strange changes and problems appeared between town government and village committee. Now this research field has been set foot in by many scholars. Given an example of A city B town in Certain province, in this paper, the relationship between town government and village committee was studied.In this paper, it was reviewed about the organization, function, way of the production of villager committee, and it was summarized about the changes of relationship between town government and village committee after villager self-government was actualized. Based on these essentially relational changes of A city B town after villager self-government, the actualities and problems about economic development and social stabilization were analyzed by the methods of questionnaire and analysis of cases in this study. At the same time, it was analyzed by the way of description about the reasons from difference of people's understanding, system, law, history, economy and function of party organization in village.In view of the above, seven suggests for policy were presented to improve the relation of town government and village committee, advance political power performance and stabilize political power. They were showed as follows: 1. On the basis of keeping stability of town government, innovation must be carried in good time according to area characteristic. 2. New relationship should be built between town government and village committee by strengthening education to cadres and villagers. 3. Practicability should be improved by perfecting 《The people's republic of China villager committee organization dharma》 . 4. Changing governmental function. 5. Developing area economy. 6. Dealing with the relationship between town government and village committee historically. 7. Exerting enough the core effect of basic party organization.
