With the rapid development of economy of China and the gradual internationalization of market, the external environment of Chinese enterprises becomes more and more complicated, uncertain factors occurs increasingly and competitions trend to be furious. Under such a background, enterprises introduce strategic management system to obtain sustained competitive edge and foster key competitive power. They reach the common understanding that as the essential part of an important enterprise management and human resource management tool, performance evaluation is significant, and they expense a lot of human and finance resources in it.
