City is a social carrier which functions on economy, living and market. From the standpoint of management, all elements of the city are manageable capital. Since 1990's, the thought of urban management has broken out in the face of low-level city construction. However, the study of urban management lags its practice. There are increasing arguments and debates on why and how to do it, what to be done, and who does it. Among those, that who does it ,say, the question about the doers of urban management, is the mostly heated topic. It is very difficult to answer this question: Government or corporations? Else or the combination of them? This paper offers a view of doers' structure of urban management including several points as follows: Firstly, the doers of urban management include government, corporations and other organizations. Secondly, one of them mainly functions on some certain fields and others also do what they should do. Lastly, they work together to promote the development of modern cities. This paper also gives the reasons on the basis of theory of public economics. And it initiates some policies in the light of the successful practice of urban governance in America.
