Environmental Impact Assessemnt Of Land Use Planning

Land use is a process, which is to develop land according to its mass property. By creating the wealth and improving the environment, it can meet the need of production, life and human survival. Land use planning, as a planning form to guide land use, is subject to the historical background, and influenced by development of economic and society. The land use planning in the past, from narrow economic technology view, lacking of concerning ecologic environment and social problem, arranged new land in the most convenient and economic place.Because of complexity, comprehensive and sometimes irreversible characteristics of environmental impact caused by land use planning which has been implemented, it is need to carry on scientific research on environmental impact related to land use as the land use planning is forming, to bring environmental protection within the plan, policy making and implementing of land use activity, promoting the sustainment, harmonious use of land resource.This paper, taking the readjustment of land use planning in Jinhua as an example, assessed its environmental impact of land use planning. The main contents and results are presented as follows:(1) The paper firstly illuminated the basal theories of EIA of land use planning and its applications basing on the foreign and domestic research results of SEA; After referring to the correlative research of the project EIA, regional EIA and SEA, the paper put forward the conception, space categorizing system, working procedure of EIA of land use planning.(2) By investigating and analyzing current environment, social and economy condition, the mechanism of land driving force was deeply discovered in the study area of Jinhua city. The research suggested that the driving force factor of land change in study area mostly lied in the optimum welfare economy drive and food safety drive. Comparing with driving force of Zhejiang province and Jinhua region, these two indexes were higher than average level of the whole Zhejiang province, moreover, living economic welfare driving force and ecology safety driving force were relatively low.(3)On the basis of definite inter-relationship between land and environment, by establishing the Pressure- State-Response (PSR) factor system, the harmonious degree of land use system...
