Environmental Influence Assessment Of Land Use Planning And Its Economic Analysis

The research of environmental Influence assessment of land use planning has become a new and an advanced field in China since the Law of Environmental Assessment implemented from September 2003 and the modification of land use planning started in China in 2003. The strategic environmental assessment abroad, which was just developed in the last ten years, is already in the groping phase and its theory and method is immature, just as in our country now. Besides, we should also pay attention to that the system of the land use planning and the content of land use planning abroad have great difference from the land use planning in our country, so the limited examples and theories of environmental assessment of planning are not suit to the research of environmental assessment of planning in our country, many problems we are confronted with in practice are in dire need of being solved by the research of this field. So it is meaningful, whatever in the theory construction or in the practice, to do the systemic and all-around research on environmental assessment of planning and its economic analysis.In this thesis, the overall land use planning in our country now is the main research object. It is started with the analysis of land, land use and the relationship between the land use planning and the environment, and then it is demonstrated that the main fountainhead of environment influence in land use planning are the mode of land use, the structure of the types of land use, the layout of land use, the landscape pattern of land use, the land use zoning, the land use policy and system in planning, the validity of the measures of environmental protection and zoology construction in land use planning. And then the mechanism of environment influence in land use planning and the adjusting means and the controlled mechanism of environment influence in land use caused by land use planning are studied, based on the types of land use, the construction of land use, the change of the layout of land use and the soil environment, water environment, biological diversity, landscape environment, geological environment and the carbon-oxygen balance effect which are caused by the controlling of the planning.On the basis of understanding fully the mechanism and environmental effect for the environmental impact of land use planning, a deep research into the environmental impactdiscusses the following aspects of the environmental impact analysis of land use planning: the land use environmental impact survey, the identification for impact factors, the analysis system for current environmental status of land use, the prediction analysis, the economic analysis system, effectiveness evaluation system for administrative measures and content, theory and method of the public participation.The core of this dissertation is by integrating land sciences, environmental sciences, ecological economy, system ecology, landscape ecology, environmental economy, new-system economy, geographic information, ecological footprint, the natural resources value, service value of ecological environment and GIS technology together, a technological and economic analysis system for environmental impact of land use planning is established. The final conclusion is drawn that the environmental impact analysis of land use planning should be composed of three parts. The first is the environmental analysis for the current land use status and the environment-oriented measurement system. The second should be the environmental impact, economic analysis and measurement system in decision-making of planning scenarios.
