With the strategic reconstruction of Air China Southwest Company (ACSWC) in 2002, the development strategy definitely requires the innovation in management system, advances that HRM should be decisive factor in the development of enterprise, hopes that can win the business competition with the talent's advantage. The writer makes researches into the problems of the staffs enthusiasm in ACSWC, ponders over the solution with strategic thinking, and advances HRS for staffs enthusiasm in ACSWC.Firstly, the writer analyses the present situation of management and existing problem, concludes that the key problem is the staffs enthusiasm. Secondly, analyses the interior and external strategic environment, and infers the orientation of HR from EFE and IFE matrix —fully mobilizing all staffs positive factors. What is more, after studying 6 foreign airlines' successful experience, such as British Airways (BA), carries on enlightening analysis. Finally analyses the main factors which affect staffs enthusiasm, and works out the FIRS in ACSWC.The thesis combines the theory of strategic management with the theory of HRM, and analyses the strategic environment in ACSWC, appraises the main factors from EFE and IFE. The thesis withdrawal the main problems in FIRM of ACSWC, suggests putting more emphasis on staffs enthusiasm, and establishes the HRS and management models.Basing on the analysis of the HRM in ACSWC, we put more emphasis on staffs enthusiasm. The strategy can hopefully settle the existing problems and it maybe a reference to other airlines and enterprises.
