The 21st century is a knowledge era. In this era, the most important economic resources are knowledge, science and technology, and intelligence; but first of all, is human resources. The features of human that is independent, cannot be constituted, and cannot be imitated, determine that human resources construct directly the critical strategic resource of the business's core competitiveness. Human resource strategy is one of the important functions to realize the objective of corporation strategy.An institute of aerodynamics which grew up in the planned economy conditions. With the economy system reforming deeply, especially our country having entered WTO in due form, the environment for An institute of aerodynamics 's existing and developing will take place a world of changes.Under the direction of the theory such as management, organization behavior, human resource and corporation strategy, the author anatomized the internal and external environment and made the research on the draw-up, fulfillment and assessment of the human resource strategy in An institute of aerodynamics.From the view of the human resource strategy, this paper points out that both the organizational change and business process reengineering (BPR) should be carried out in order to soften up the organization, and the organizational culture should be transformed for raising the organization cohesiveness and reducing the resistance to change. According to the concept that human is the center of management, the human resource strategy was created, which corresponded with the corporation operation strategy and culture developing strategy. Then, with the strategy goals taken as the startingpoint, it is to adjust the motivation mechanism of performance evaluation that both the performance evaluation systems and payment reformation schemes which cooperated with the human resource strategy were established. Lastly, the questionnaires, which related employee attitudes and organization performances with human resource strategy, were adopted in order to adjust the deviation initiatively and pledge the cyclic development of human resource strategy continuously.
