The democratization of the international relations and economic globalization are both the topic today . The report of the Sixteenth Congress says :″We advocate the multiple of the world democratization of the international relations and diversity of the developing molders ." From the angle of history and logic , the democratization of the international relations is produced in the course of the international social democracy and is demanded by the development of the international relations , also it is the further pursuit for the democratic politics .It begins from the recent international relations and prosperity at the globalization time . It is a long developing process and demands the all-together efforts of the multilevel forces together in the international society to propel it forward, among which the regionalism has played an important role . The regionalism is that the countries in the common geographic regions cooperate for the common benefits and sustainable development of politics ,economy ,culture and society , and that is also a concept and theory about international regional cooperation. After the second world war it is the political phenomenon in the international politics and economy . The regionalism emphasizes the regional arrangement 's position and effect in the international relations . The first prosperous time is in the 50's to 60's of the twentieth century . In that period , many countries combined to repel two-pole hegemony system for that it can reduce the dependent on the super countries . After the cold war , the developing trend of the globalization and the end of the cold war as well as their mutual effect bring a new opportunity and a challenge . It is the second prosperous time of the regionalism . We can't ignore the regionalism's effects in the democratization of the international relations . Its effects are these : (1) The nations whether big or small , rich or poor in the regional organization are all equal ; (2) It protects the regional peace and safety , solves the regional conflicts through consultant and negotiation ; (3) The countries against others interfere in their interner affairs, and their independent consciousness increases ; (4) It pursuits regional economic integration and advances regional common economic prosperity . In the regional organization no super countries can do harm to other countries' interests to obtain theirselves and they can't force or oppress the poor countries . It become a stage where those poor countries can uphold their interests . Regionism is against hegemonism and power politics , promotes cooperation of the countries , pursuits multilateralism and also it helps to form the world's multipole political system. However it's effects are limited : regional hegemonism still exists ; regional organization's conflicts can't be avoided ; cooperation among regions is not extensive . It's effects should be enhanced . China advocates the democratization of the international relations . In the 1950s, China put forward five principles and helped to build an amity relations with neighbor countries . But China take the " lean to one side " diplomatic policy . China and these countries can't generate common consciousness because of the complicated relations of them and the serious effect of the cold-war consciousness . Since the 1990s China has paid attention to intercourse and cooperation with every countries in the world and the effect of the regional organization , so that regionism entered our nation's diplomatic strategy. In the regional organization China advocates democracy principle of equality cooperation and negotiation that contribute to the democratization of the international relations .
