Study On The Integration Governance Of Changsha-Zhuzhou-Xiangtan From The Perspective Of New Regionalism

In the new period of accelerating urbanization, China’s urban agglomeration has developed into the main form of regional integration development. The economic, social, environmental and other issues faced by urban agglomeration in the process of integration development require an adaptable governance capability, so regional governance has become the key to the healthy development of urban agglomeration. As the mainstream theory to guide regional development contemporarily, the New regionalism is very instructive in the system of regional integration governance. Influenced by the economy of administrative area, the regional governance efforts and models of Chang-zhu-tan urban agglomeration show mismatches with the development of economy and society. So a systematic research on Chang-zhu-tan integration governance has positive significance in promoting the integration development of urban agglomeration.Based on the perspective of New regionalism, this paper has learned regional governance experience with the characteristics of new regionalism at home and abroad through combing the relevant basic theories; Taking Chang-zhu-tan urban agglomeration as a practical example, it has summed up the existing problems in advancing Chang-zhu-tan integration governance on the basis of analyzing the stage division and evolution characteristics of integration governance and evaluated its integration level quantitative through comprehensive evaluation model which is based on entropy weight method; Moreover, it condenses the New regionalism characteristic through the governance mechanism analysis of different governance body and space in regional integration; Finally, this paper has proposed the governance orientation of integration development based on the perspective of New regionalism.We can reach the following basic conclusions according to the above research:first, there is a dialectical logic relations among new regionalism, regional integration and regional governance. The regional governance is a method to coordinate regional development relation while new regionalism provides a theoretical framework for the implementation of regional governance in order to achieve the purpose of regional integration ultimately; Second, according to the stage characteristics of integration governance, Chang-zhu-tan integration governance can be divided into three parts, including integration plan period (1949-1978), integration transition period (1979-2007) and integration strategy period (2007-present); Third, Chang-zhu-tan integration construction is a continuous process. The overall integration level of Chang-zhu-tan urban agglomeration in 2003-2014 has showed a rising trend. The regional integration promotion speeded up especially after 2008. Among the three major factors that affect the integration level of integration system, institutional integration has the most obvious improvement. Fourth, different governance subjects and governance spaces have differential mechanisms in the process of regional integration. It has the characteristics of new regionalism, which is dominated by the government. And different institutional space formed by governance space is a restructure of governance scale; Fifth, from the perspective of new regionalism, Chang-zhu-tan urban agglomeration should realize five integration governance orientations in the future development of integration, including comprehensive goal, demonstration and co-construction, multiple subjects, multiple rules in one and mechanism construction.
