Since nineteen eighties when the economic reform initiated, the economic scale in Jilin province, so far, has been expanding. As the economic and cultural center of Jilin, Changchun maintained high developing rate of economic growth, which supported a favorable beginning of realizing the revival of old industrial bases and establishing a recycling-based society. With increasing population and resource requirement for economic development, however, there are many problems existed in the developing environment in Changchun, such as turbulent developing environment and economic order, insufficient investment into ecological construction, seriously environment pollution, and so on. All these difficulties restrict development of circular economy significantly in Changchun. How to improve economic development and ensure prosperous society and sustainable development without endangering the benefit of our offspring, it has been one important strategic goal confronted with Changchun city. It is important, therefore, that analyzing main factors of establishing recycling-based society and investigating reform measures, which plays an important role in guiding the revival of old industrial bases and development of circular economy. The research is divided into three phases. The first one is to investigate the method to construct recycling-based society in China. With intensive work, the paper finds out that Japan implement circular economy with rules and regulations and economic preferential policy. The process initiates from macroscopical adjustment, followed by generalizing to corporation and establishing the counterpart technical system, and at last, realizes ecologic industrial park of multi-corporation chain and circulation of entire region and society. So far, relatively well-functioned ecological industrial estates include Kalunborg Park in Denmark, Portland Park in Canada, and so on. In China, clean production is popularized efficiently, and beyond this, many local governments have attempted to establish some ecologic park, such as Guigang and Nanhai Park. The number of ecologic industrial park is still increasing. It is believed that the construction methods are not unified at all from the example of Dalian and whole China. On the basis of developing circular economy and establishing recycling-based society, it is brought forward in the paper that our society should transfer to a recycling-based one, with main body the government, corporation and public, which framework is the reclaiming industry and basic support is the social and economic system. Incorporating theories and practical design operation, four aspects are pointed out to establish recycling-based society: clean production as key content in enterprise's level; principle, implementing ways and plan and design of reconstructing industrial park as key content in Eco-industrial park of chain of multi-corporation; improving unit's utilization of agricultural products as key content in circular agriculture; security system, integration management of water resources, solid waste and energy as key content in region. The second phase is based on the first one. Taking Changchun city as an example, the paper continues the research, with the great chance of old industrial base reconstruction. This is on the basis of the good objective condition and solid foundation in building up recycling-based society: comprehensive economic strength is obviously strengthened; four major industries develop vigorously and characteristically; important achievements have been acquired in the construction of urban and rural areas, ecological environmental protection; the foremost competitiveness of city is promoted in an all-round way. Synthesizing the practical experience of developing the recycling-based society, the paper frames several goals in 5 to 10 years: ①Set up the basic framework of the recycling-based society.②depending on the market, promote scientific and technical innovation, and establish the industrysystem of sustainable development. ③Establish a number of circular economical enterprises, ecological industrial parks and resource recycling-based cities. Twenty-eight indexes are extracted from six aspects, which include import system, process system and export system of recycling-based society, environment, economy and society. Main factor analysis method is used to analyze the driving factor to build up recycling-based society. The process is realized by setting up N ×P original data matrix. The detailed steps are mentioned below:①standardize the original data matrix and calculate the relative matrix R;②solve the eigenvector and eigenvalue of R, the variance contribution rate and accumulated contribution rate of main factors; ③according to accumulated contribution rate, confirm the number main factors, set up main factor function and confirm the actual meaning of every main factors on the basis of function structure;④calculate the scores of every main factors, every original variant and every sample;⑤analyze main factors of building recycling-based society in Changchun according to the score of overall indexes of the sample. The calculating results indicate, that driving factors sorted by importance of establishing recycling-based society: water reuse rate in industry> effective irrigating rate> bachelors number per ten thousand people> discharge up to the mark of waste water> synthesized recover rate of industrial waste> popularization rate of tap water> popularization rate of nature gas utilization> treatment rate of municipal wastewater> unemployment rate> the ration of import and export to GDP> GDP increasing rate> the ration of 'three phase of waste'synthesized utilization rate to GDP> coverage rate of soot controlling area> coverage rate of target hitting area of noise> synthesized treatment rate of industrial solid waste. Analyzing synthetically the level of recycle in Changchun according to average value of synthesized score for ten years, recycle quality of last decade can be sorted as: 1999> 2000> 2001> 2003> 2002> 1998> 1997> 1996>...
