In the market environment of global competition, China is in the formation stage of the world's production center. However, compared with the western developed countries, China's industrial level isn't at the same level with them. Thus, in order to compete with the other countries at the same time and in the same global market, it is the basic principle for China to bring in advanced administration pattern and production manner to promote the industrialized production level and the administration capacity of Chinese enterprises. The large-scale production pattern created by FORD has become less and less adaptive to the changes in the market and at the same time, the advanced production and administration methods, like the supply chains, CIMS and AM are beyond the reach of the Chinese enterprises. As a consequence, as for the modern Chinese enterprises, nowadays, their primary obligation is to transform their primitive administration into scientific administration, carrying out basic accumulation and activities for improvement. As the typical representative of Reflexive Strategy for Accumulation, TOYATA Production System, TPS undoubtedly with be the first choice for the Chinese processing industry, whose foundation is weak and whose working staffs have low qualities. During the proceeding process of China's economic construction and at the time when the sustainable development demands reduction in cost, resources and energy and enhancement in the environmental protection, it is essential to study and promote TPS. Form the earlier period of Machines Changing the World, Precise Ideas to the later New TOYATA Production System, TPS has been widely promoted both in the field of literature and in the field of enterprises. During the promotion process of TPS, many foreign transnational companies like GM, FORD and PLC. The processing industry of China has always been carrying out relevant studies whereas the effect is very limited. As is said by the expert of TPS in the TOYATA Company, there have been rare enterprises, which can get the true essence of TPS. Of course, superficial studying experience will stimulate us to put forward further studies and practice, especially leading enterprises to make accurate studies on the promotion of TPS, which is also the main starting point for the present paper. During the process when Chinese enterprises study and promote TPS, usually, they pay surplus attention to the instant realization of technical system and tools. Indeed, the application of technical methods can help the enterprises gain certain benefits. However, we cannot ignore that without the support of inner spirit and culture of enterprises and their working staff, even some good technologies can become non-adaptive and unsuitable. It may be the core for the reason why TPS cannot be appropriately carried out. With further studies on TPS, we find that the crux of TPS is to constantly eradicate waste and loss and to continuously improve culture. During the promotion of TPS, both the formation of culture and application of technologies should be emphasized. If any of the two aspects were neglected, precise and efficient production pattern of enterprises couldn't be established. From the perspective of the cultural essence in the enterprises, culture is a self-made order, which is rooted in the inner abstract spirit and view of value of the enterprises and their working staff and can not be copied randomly and subjectively. Thus, to seek for rational system and method in production promotion, which is closely related to culture, will become the nucleus to solve the problems in the promotion of TPS culture and technologies. Depending on the definition of culture and the way of saying in cultural "Concentric Circle", we can divide the culture of enterprises into three aspects: spiritual aspect, systematic aspect and material aspect. In order to form healthy enterprise culture, we must start the development of the three aspects. Compared the operation systems and ideas of China's enterprises and advanced enterprises in the world and through realistic investigation of some enterprises, it is found that the operation principles of Chinese enterprises lag behind and what is more important is that there is a great vacuum between ideas and technologies. The formation of principles and the application of technical tools cannot be coordinated or become compatible. Thus, in the promotion process of TPS, Chinese enterprises need to establish a bridge between the leaders in reforming their principles and the working staff in autonomous action. The establishment of administration systems will play a good role in it. As a result, we put forward the proposal that we start from principle, system and technology to establish production pattern and order, carrying out relevant work inpromoting TPS. The combination of the three aspects will not only reflect the core method in forming enterprise culture but also reflect the basic component emphasized in TPS. American TPS expert Jeffery Lark has said, "The further we study TPS, the more we know that it is a system for supplying the working staff with tools and thus making them continuously improve themselves." Perhaps some one will think it absurd and tough to from cultural foundation in supporting technological application through the establishment of the production promotion system. However, the truth is that culture and system are mutually connected and promote the development of each other. Culture is the foundation and resource for the formation of system and specific cultural spirit demands suitable and corresponding system. Meanwhile, the construction of system will offer carrier for the implementation of culture. The promotion of TPS is different from the formation of culture. In order to keep the precise and efficient ideas in applicable order and especially in the background of social condition of Chinese "Dualistic Economy" and the disadvantageous low qualities of working staff in the enterprises, it is very necessary to establish appropriate system of principle study to make sure that the ideas and action of the working staff are coordinated. Then, how do principle, system and technology coordinate their functions and efficiency in the promotion of TPS? What are their functions in the formation of TPS culture and technological system? The principle order is the thinking method of system and technology and also is the guiding principle for the production in the enterprises and for the manipulation of the working staff. The technological order is the carrier of implementation for principle and system and is the objective reflection of improvement in culture. Then, the systematic order plays as the bridge and restriction mechanism between the former two aspects. The production promotion process of the three aspects is the logical process of enterprises and their working staff in solving the problems of why to study, what to study and how to study concerning the promotion of TPS. Through the development of systematic order, principle tells the working staff what is the precise view of value and the precise method.
