The Study Of Our Government Ability Construction

The construction of a government's ability is the important content of the development of a country and society. Just as the UN's 21st century agenda pointed out, "a country's ability of sustainable development much depends on the ability of its people and system as well as its geography conditions."In specific, the construct of a government's ability is closely bound up with a country's human resources, science technology, organization, mechanism and natural resources, etc. Under the restriction of administration's environment, the core of the construction is to cultivate the government's ability to solve the key problem. We incline to define the government's ability from the main body of administration. The government's ability means the ability of a government to get, use and conform the correlative resources and transit them to new products and service. The structure of a government's ability is for the inner structure. The government's ability is made up by two parts. The first one is the ability to get resources, including the ability to get the material resources (the ability of social deriving) and the ideological resources (the ability of legitimating). The other one is the ability of proceeding, which means in the range of constitution and law, how the government uses the interrelated material and ideological resources to provide the genuine public products and services, so that the function of a government and the achievement of society commonweal can be realized. In other words, the ability of proceeding means using the existed resources to provide the public products and services and realize the value increasing. Virtually it's the ability of creating new resources, including the compulsion ability, harmonious ability, organizing and mobilizing ability, crisis intervening ability and so on. Nobody will put their material and natural recourses under the control of a government with any action ability. That a government with no great action ability will not be able to implement the creation of new resources, thus limited the promotion of the government's capability to gain resources. From the specific point of view, the society's ability of drawing and legalization, constructing the base of the other four abilities. Between them the improvement of the legalization ability is beneficial to the promotion of the drawing ability, while not vice versa. The improvement of the abilities of coercion, harmonization, organization and mobilization, as well as of dealing with crisis is beneficial to the promotion of legalization ability and is the source of its promotion. The improvement of these four abilities is also beneficial to the drawing ability. Among the four, the ability of coercion is the base of the other three. And the other three abilities are the main ability of creating new value or avoiding value loss. Since the enforcement of the open-door policy, the relationship between country and market, as well as society has been adjusted greatly, and the power structure of a government has taken great changes. By way of simpler administration and relaxation of power limits, the government redefines the government functions, regulates the mutual boundary between country and society as well as market, and makes explicit the rights and responsibilities between government and other main bodies like individuals, plants and non-government organizations. And the relationship between central government and local governments also takes great adjustments. The country's power expanding and eroding infinitely to social area have been limited. The regions, departments, enterprises and even individuals expand their self-determination of processing and dealing with the social resources, and the independence and self-determination of various social organizations has been strengthened. The essential change of the extension of a country's power, the adjustment of the realm and the amounts of national resources strengthened over again the legitimacy through the reform. And the diversification of the legitimacy's origin leads to the essential change of the structure of a governments'ability.The ability to get resources doesn't harmonize the ability of proceeding and the imbalance among diversified ability. The country's power expanding and eroding infinitely to social area have been limited. The regions, departments, enterprises and even individuals expand their self-determination of possessing and dealing with the social resources. The various social organizations'independence and self-determination have been strengthened. The essential change of the extension of a country's power, the adjustment of the realm and the amounts of national resources strengthen over again the legitimacy through the reform. And the diversification of the legitimacy's origin leads to the essential change of the structure of a government's ability: the ability to get resources doesn't harmonize the ability of proceeding and the imbalance among diversified ability. These changes display as following: First, the dis-harmonization of resource obtaining ability and action ability. It specially expresses as the dis-harmonization between drawing ability and action ability. Second'the imbalanced development among various abilities. There are several expressions: A.) the imbalance between various abilities and their demands. B.) the different development pace and speed of various abilities. C.) the various abilities need to improve. In the face of the new ability of our government and the new challenge of social change, we must establish the efficient system of Chinese government's ability, make the balanceable development among the various abilities, and harmonize the ability to get resources and the ability of proceeding to realize the exaltation of our government's ability. The over-vigorous government may be awful, while the incompetent government may also be disastrous. An efficient power system of a government should include three standards: first, appropriation; second, system; third, balance.
