Nowadays, policemenall around the world are facing a difficult situation, that is, crime rate is stillhigh, and the public are dissatisfied even though police affairs are becomingmore and more normalized and modernized, and policemen are working in acondition of high tense.Police work is related with the supports and assistances of society,crowd, community organization and the concerned departments. On the basisof using for reference and absorbing theories such as systematic science,criminology, society management, information science and integratemanagement of public security, theory of Community Policing deeplydiscusses the importance of all kinds of society communities and groups onsticking up for society order, ensuring community's security and so on. Thetheory levels off the order of community, keeps good ethos and vindicatespolicemen's station and action in the community by restraining members ofcommunity from society criterion. And it aims at reducing crime andmaintaining good society order. As to the performance, Community Policingdid enhance the degree of community's involvement and responsibilities, andcall full play of policemen'potential, which provide us a good thinking forhow to do well in public security in the new situation and new environment.Function of policemen includes doing a good job on publicizing legalsystem and commonweal, guarding against crime and so on. Its key point isnot to beat crime but to build an effective mechanism of guarding against andcontrolling crime. And we should focus on reviewing and appraising thecapability of guarding against and keeping away crime. It breaks through theold concept of public security took charge by government or police, andbrings forward the idea of "Limited police but magic society". All of thepeople should take part in this multi-central system, fully use all kinds ofsociety sources and cooperate with police and community to maintain publicsecurity. United States is not only the first country to put forward and implementCommunity Policing in the world, but also the most representative and themost successful country in community police affairs. Therefore, we canexplore the construction and development of foreign community policeaffairs by studying the example of United States. Meanwhile, we can alsosummarize enlightenments systematically on the implementation ofcommunity police affairs in our country from the example of United States. With retrospection of the development of Community Policing in ourcountry, there are three stages were went through, which including takingshape, facing challenge, and bringing forth new ideas. However, there is apolicy which is carried out from beginning to end, that is, combining thecommunity police affairs and the masses'co-operation together. With theguide of this policy, the Ministry of Public Security insists in puttingCommunity Policing on the base of the masses, and prevents crime andsafeguards public security by mobilizing, organizing, and relying on themasses, and by keeping good relationships with the masses. By the junctureof deciding to carry out community reformation in all of the cities in ourcountry by Central Government in 2000, the Ministry of Public Security hadcalled a meeting with the topic on the work of policemen nationwide inMarch 2002. During this meeting, all the policemen, who are working inlarge and medium-sized cities, were required to implement CommunityPolicing strategy, and try their bests to achieve the goal, that is, to reducecrime rates, to maintain good order, to stabilize the society, and to let themasses satisfied. Zhongshan police station has begun the construction of CommunityPolicing since June 2002. During these two years, each local governmenthas been acting on and developing their function on the construction ofcommunity police affairs by organizing, coordinating, and mobilizingenthusiasm of all the departments. In addition, it gained great achievementson the community police affairs through applying the principle of 'peopleoriented'. For example, crimes like burglary and auto theft have beenreduced, and the public security has been improved to a degree. Meanwhile,policemen are working on the base of the masses, sticking up for thefundamental interests of the masses', and working closer with the masses,which improved the identity, trust, and dependence on the police of themasses, and also enhanced the masses'enthusiasm and initiative onmaintaining security of society. Consequently, the relationship between thepolicemen and the masses became closer, and the ability of controlling thesecurity of society has been greatly improved. However, more and moreproblems have been appeared gradually with the implementation ofCommunity Policing strategy, such as working without an open mind andenough strength; working without guarantee and a solid foundation; thewhole working system is inflexible; and the diathesis of the grass roots arenot strong enough and so on. According to the three years'experience in practice of CommunityPolicing, we suggested that all the policemen should do well in their jobs bypaying more attention to four aspects as follows: first of all, to sharpenawareness of public security, and work with the same conception; secondly,the government should provide with more support to policemen in order toguarantee the quality of Community Policing; thirdly, to strengthen themanagement mechanism, and standardize the operation system; finally, toincrease the quantity of policemen, and provide more training programs forpolicemen to increase technology content. Under the leading of Zhongshan City Committee, government andsuperior police departments, police of Zhongshan continually enrichesconnotation of police affair by strengthening service and establishing goodrelationship with citizen to mobilizing the people positively take part inpublic security, by establish close mass network to restrain crime and finallygradually realize the good circulation of public security in Zhongshan.Citizen in Zhongshan really recognize the significance of carrying out theCommunity Policing.
