The Research On The Management Model Of Port Investment In HuNan Province

Hunan province has natural geography advantage in inland river transport for its water resources. Since the reformation opens, under the efforts of the Ministry of Transportation & Communications, provincial government and local government, HuNan province has made great achievements in port construction and development. With the commencement of 21st century, to keep up with the acceleration of industrialization and increase of import and exports, the demand of the port developments entered a new period. For historical and realistic reasons, government as the only investor and the enterprise's monopolistic essence of state-run port caused shortage of the competition, un-symmetrical information, imperfect incentive mechanism and the indistinct relations between ownership and management of enterprises, and lead to serious shortage of port project funds in the current HuNan ports at last. So, exploring a new way of pluralistic investment actively, setting up advanced management mode are very critical and realistic to breach the " bottleneck " phenomenon of present port construction of Hunan Province fundamentally.According to the reality said above, the author starts this thesis after participating in the topic "Research on the Management Mode of Kiloton-berth Investment in ZhuZhou and HengYang Ports". Its main contents is as follows:First, on the basis of the meticulous investigation, the thesis discusses the present situation of the management mode of the ports investment in HuNan and thoroughly analyzes the obstacles that constrain HuNan ports development.Next, using the relevant contents of the public finance theories and port economic, the author points out in this thesis that port assets has characteristic of mix products, which provides theory basis with the choice of management mode of port investment.
