Nowadays, people pay more attention to the construction of civil servants, therefore, how to construct and put it into practice have been put on the agenda of the government. During the process of the construction of civil servant system, the traditional inspiring institution has been losing it's power effect, at the same time, the activity of the civil servants do not can not work sufficiently without the construction of new civil servent human resource mechanism. As a part of human resource management, the importance of employee career management has been proved by the researchers and enterprises.Based on the study of employee career development theory and practices, this paper attempts to find out some main problems of the HRM in Tian He civil servants, and provide an ECM framework for solving those problems. Firstly, the article introduces the content and influential factors of the employee career development. Then, illustrate the comparisons of the practice of ECM home and abroad and introduces the practice in Tianhe district. Thus, Based on the analysis of the problems in talent loss and unreasonable structure of HR, illustrate the importance and necessary of employee career management in. At last, the paper provides a design of the employee career management in Tianhe district.On the ground of the conflict between traditional and morden HR management, this paper put forward to a theory of ECM into civil servents in Tianhe district, so as to improve the activity of civil servents.
