Personnel issue is of critical importance to the development of Chinese Party and Nation. Nowadays, government departments set higher requirements to civil servants' career development for the purpose of constructing a service, responsible and effective society, meanwhile, reasonable civil servants career planning is significant for government development as well. Currently, China's public sector HR development & civil servants career management are still in their infancy period, many places are still not completed, therefore the civil servants careering management and planning study are meaningful as the target of opening government management paradigm, inspiring civil servants' enthusiasm and cultivating a modern service team, increase administrative efficiency, and eventually create an ideal government, People's government.Firstly, on the basis of introducing the purpose & significance of civil service career management, this study generally brief the status of domestic & abroad researches and the research methods that author will use. Secondly, analyze the related theoretical background of civil servants careering management, point out the practical significance to Chinese civil servants career development and administration efficiency improvement by concluding the corporate career management & western civil servants career management experiences. Thirdly, summarize the missing reasons of Chinese civil servants career management through the analysis of the civil servants development status. Finally, comprehensively introduce the strategic options on how to build the Chinese civil servants career management system according to perfect the management theories, shape the culture & career development atmosphere, set reasonable civil servants career access & development path, and implement the grading career management processes.
