Civil servants are organizers and managers of our country and society. They are also the procurators and executers of Public Power. With increasing globalization and comprehensive national power competition, the construction of civil servants team is facing a tremendous challenge. In addition, as market economy of our country is at its preliminary stage, democratic politics calls for further development, and deep-rooted structural imbalance of our society becomes more obvious, the civil servants team is facing higher requirement. Modern human resources management theories and successful practices of enterprises demonstrate that career management is the most human and win-win strategy of human resources management. Researches on the career management in foreign countries have a long history and related theories are very abundant. While in China researches in this field is at its preliminary stage and related research are not perfect. Career management of civil servants is a new researching theme which will enable civil servants dispose resources more rationally, achieve organization aims and work more efficiently. It will also help civil servants improve their working capability,fulfill their career and personal value.This thesis is mainly consisted of four parts. The first part introduced the background & significance of civil servants career management,and briefed the domestic & abroad researches and practices in this field. The second part introduced the theory of career management, its practice in western countries and its implication for our country. The third part probed into the situation in China's civil servant career management and the existing problems plus causes. The last part comprehensively introduced the strategic options on how to build the Chinese civil servants career management system , such as improve the theory, bring specified administrative department into play, cultivate administrative culture, widen civil servants career path, enhance mechanism building, introduce civil servants career development supporting mechanism, pay more attention to the management of civil servants career circle.
