The industry cluster is a world economical phenomenon. Clusters are geographic concentration of interconnected companies and institutions in a particular field (Usually in a dominant industry) .Clusters encompass an array of linked industries and other entities important to competition. The facts of economical development of world countries indicate that the upgrowth degree of a regional economic is a direct proportion to the development of this area' s industry clusters. The article discuss the stratagem of industry clusters of Hunan on the base of the theory of industry clusters.The article reviews briefly the correlative theory of in-dusry clusters. On this base, in order to provide a clue and countermeasure for the stratagem of Hunan' s industry clusters the article analyzes the forming conditions of industry clusters from five aspects. After analyzing the necessity and feasibility that Hunan implements the' stratagem of industry clusters, the article points that promoting the characteristi-cal industry clusters' development of Hunan is the only way of driving industrialization and citylization of Hunan and making economic take-off come true.The article considers developing Hunan' s industry clusters should follow the basic thought of "confirm industry — enterprise centralize—industry clusters" .According to this point,the article analyzes that Hunan should develop the characteristic industry clusters precedingly by using spatial the Location Quotient and Gini coefficient and put forward some approaches of Hunan' s realizing industry centralizing. At last, the article put forward six countermeasures by which Hunan carry out the stratagem of industry clusters.
