ICT industry which is the abbreviation of information and communication industry is an important branch of the high and new technology industry. ICT industry syncretized by communication technology and information technology has become a vital symbol to scale the development level and overall capacity of a country. Other than the steel industry and the automobile industry, ICT industry possesses several special location characters. That is, closing to scientific institution, locating in the regions having the complete infrastructures and squinting towards the zones which have the preferential policies and the favorable financing environment. Besides, ICT industry often chooses such regions in which producing and life surroundings are excellent. This paper sums up the spatial agglomerating feature of the ICT industry in the world by three lays of global, country as well as region and urban and considers the clustering development of the world ICT industry in some specific geographical space as the most ultimate character. Such regions of ICT industry clusters as Silicon, Bangalore and Hsinchu are taken as three cases. Based on the state of the art of that three cases, some essential factors leading to their success are concluded. The analyzing result indicates that Silicon is the most successful ICT clusters in the world while the successful development of Bangalore and Hsinchu is base on the experience of Silicon and the interaction with Silicon. The author reckons it an effective approach to promote the competing power of the ICT industry in Shanghai.This article is divided into six chapters. In the first section, the background of the choice of the topic is expatiated. The definition of ICT industry and its classify are proposed and the status quo of the researches at home and abroad is discussed. The second chapter is about some related theories and laws including the theory of the new economy growth, the theory of technology wave, the theory of ICT investment as well as the information rules. In the third chapter, the general development posture, the location character and the region pattern are analyzed, found on which, the spatial agglomerating feature of the world ICT industry is summed up. The fourth chapter is the section for case analysis. Silicon, Bangalore and Hsinchu are chosen and their state of art together with the successful factors are probed into. Then a comprehensive analysis is done. The development of Shanghai ICT industry is mentioned in the fifth chapter in which the main problems are analyzed and some countermeasures to its further development are suggested integrating the experience of other clusters mentioned above.
