On Theory, Approaches And Case Of Land Use Planning

Land use planning is an important way to optimize land resource and come true the sustainable land use. One of its main characters is direct to the future, and many factors involved by it have uncertainty. This makes it necessary for us to look correctly at them. So, we grasp its regularity applying scientific methods with the direct of correct theory to make concordant with benefits of society, economy and ecology and come true general maximum of benefits. The paper tries to discuss the basic theory and approach of land use planning which can meet the need of the sustainable land use with the condition of market economy. The whole article has seven passages, and can be divided into the following four parts: the theory study, the approach study, the case study of land use planning, and the conclusion and discussion. The first part is the theory study of land use planning. In this part, the author analyzes the state and pressure of land resource, makes clarity to the content, the essence, the time demand of land use planning, and makes a retrospect and an expectation of land use planning not only in our country but also in the other country. Then, the paper goes on research on the basic theory of land use planning, establishes the theory system based on System theory, Control theory, Sustainable development theory, Harmony theory between man and land, Game theory, and compound ecosystem theory, and analyzes their use in land use planning. The second part is the approach study of land use planning. In this part, the author discusses the idea, the thread, the procedure of the course of land use planning, as well as the technical approaches fitted into the sustainable development with the condition of market economy, as the direct of theory of land use planning and the begin of the relations between land use planning and project of planning. Then, the paper goes on research on the systemically harmonious approach, the mathematic model approach, the information system approach, the appraisal and the decision approach and their application. The third part is the case study of land use planning at Jiancaoping district in Taiyuan. In this part, the author lays out the project of land use planning at Jiancaoping district in Taiyuan applying multi-object planning approach, and go on appraising at it. The results show that land use planning should go on revolutionary study in theory, thread, approach, and technology with the development of society and economy in China and the graduate establishment of market economy.
