Investigation To Peasant's Attitude And Behavior During The Requisition Of Land

The article bases on the background of the accelerative course of urbanization in the developed area luqiao of southeast of China, carrying out the theoretical perspective of Sociological and Social Psychological theories, this research describes the peasants' attitudes towards requisition of land by using a research method combined by qualitative and quantitative measures. Because current system of requisitioning land formed in the era of the planned economy, the institutional condition and service target which it based on have changed. The inelasticity and hysteresis of the system appears obviously, which aroses a lot of peasants appeal to the higher authorities for help.After reviewing and analyzing the conditions, phenomena and essential reasons of the requisition of land with its conversion microcosmically, we design a system of the requisition of rural land in the ways of inside-the-system-reform and outside-the-system-reform mid-cosmically. The phenomena of the tense relationships between the government and the peasant regarding requisition of land fasten on theaspects such as requisitioning land with compensating for peasants; reemployment after losing land; providing social security and insurance for peasants; developing the rural economy and society; requisitioning land illicitly and so on. The essential reasons that conduce the problems are the leading role of government, the irrational systems of compensation, the lack of civic treatments for peasants, the disaccords between the laws and the institutions. These reasons indicate clearly the inaccuracy, offside and absence of the governmental functions. So the governmental functions must be converted effectively when we are going to reform the systems of requisition of rural land. The ways include confirming the land property right, enhancing and fulfilling the land rights and interest of peasant principally; secondly, controlling the purpose of requisition land severely, improving the compensation standard and realizing its rationalization; thirdly, setting up the mechanism of social security and re-employment for peasants perfectly, realizing the coequal treatments between citizen and peasants; fourthly, carrying out the policies of using the reimbursement land after requisitioning and holding out rural economy development in order to satisfying society self-help. Consequently we can really protect peasants' rights of land and mostly improve the system.
