Western countries initiated a new surge of public administration innovation from 1980s. Public services, as one of the most important functions of government, has been attached more and more importance since then. The quality and level of government public services orient the innovation of most of the governments, which focus much more on the creation of a quick and effective public services system. Objectively, in the past, Chinese government put more attention on the economic development, while ignoring the development of the society and public services. In 2003, SARS aroused more concern of our Chinese people on the government public services. To strengthen the government function of public services and community management become the emphasis of the innovation and transition of Chinese administrative management system. At the same time, market-oriented economic reform also accelerates the role transition of government from administration and economy-centered to public service-centered.This article begins with the brief introduction and analysis of the definition, theory as well as the practical mode of government public services. Then it makes a further investigation, compare and positive analysis of the system of public health, which is one of the most important contents of the public services, between China and western countries. Finally, it comes up with the way and consideration of improving the local government's public health system based on the conclusion from the questionnaire and detailed demonstration. That is, to investigate and explore the role transition of the government from economy-centered to public service-centered from the perspective of public health system.
