Study On Government Purchase Community Health Services By The Perspective Of New Public Service Therory

With the development and progress of human society, the public interest of humanity has been increasingly widespread concern. After80years of the last century, more and more Western countries started off a purchase of public services to the government to replace the traditional government monopoly of the supply of public services reform tide. Our government in order to exercise public health functions effectively solve problems related to the national economy and health care, in2002, the country has been actively buying government practice of public health services in the community, showing some effect. However, it can not be denied that China’s government to buy health services there are still some problems to the status quo to improve and perfect ways. Therefore, the new public service theory, research to explore the issue of government procurement community health service is a subject of great research value.In this paper, a new public official under the guidance of theory, research and empirical research using a combination of theory, for the government purchase of community health services research, the main contents and conclusions of the study are as follows:First, theoretical research, for public health services, government procurement of public health services, the new public service theory expounded, a brief analysis of the Chinese government to purchase an overview of public health services. Secondly, a brief analysis of the U.S. Government, the United Kingdom and Australia to buy public service mode, and get some inspiration, buy the practice of public health services for our government to provide a reference. Third, the research part of Nanning City, Guangxi Province, TY communities, for example, the status of its government procurement Public Health Service conducted a survey and found that community government procurement Public Health Service has achieved some success, to enhance health awareness among residents, service agencies increase, improve service levels, the government also increased efficiency in the use of funds to enhance the credibility of the government to promote the equalization of public health services, where the main problems are:the service functions of government is not perfect, buying into the relative public services less and less for public service providers in government compensation. Finally, our government procurement of public services practice problems coping strategies proposed in this paper are:to highlight the government’s public service functions, increase investment; establish a sound and reasonable compensation mechanism to mobilize public service delivery organizations involved in social awareness; improve public health services projects, enrich and deepen the services; improve public services for the government to improve the regulatory mechanism, strengthen supervision and management.
