As the development of globalization and free trade, tariff is being reduced and non-tariff barriers such as quotas and licenses are restricted to put into use. Technical barriers to trade like technical laws, standards and assessment are becoming more and more prominent. TBTs are widely used throughout the world. It is one of the most important parts of Non-Tariff Barriers. It has affected international trade greatly. Being a developing country, China is in the inferior position in the international competition, considering TBTs. We have not yet got a distinct knowledge of the TBTs and China's enterprises do not have the ability to face the TBTs. Therefore China's export has been greatly affected by the TBTs of developed countries.The main body of this paper is divided into three parts:The fist part includes Chapter 1 and Chapter 2. It introduces the history of Protectionism, the idea of TBTs and the theory of TBTs. It also analyses the TBT system in the United States, European Union and Japan, the characteristic of each system and compares them with each other. The second part is Chapter 3. It analyses the theory basis, mechanism and welfare outcome of TBTs. The third part includes Chapter 4 and Chapter 5. This part makes clear the positive meaning of technical laws and standard, as well as the negative side of TBTs. It is emphasized that TBTs have greatly affected export of our country. Some key suggestions on TBTs are given, from the view of government, association and enterprises.
