However, some Technology measures being used to judge product quality, ensure the consuming safe are adopted commonly under this kind of condition by every country in the first place, and become qualitatively to Technical Barriers to Trade. Characteristic of rationality, invisibility means, it has become the most complicated, most trickish and most widespread kind of trade barrier. Technical Barriers to Trade has a negative impact on the development of international trade and China, as a big developing country can not be out of exception.Base on the "theory and reality", and taking predecessor's achievement into consideration, the thesis has analyzed the current situation and the reason of forming of Technical Barriers to Trade. This thesis has discussed the rationality of forming and the necessity of perfecting of our country's Technical Barriers to Trade, and has analyzed comparatively after introducing foreign Technical Barriers to Trade. On the basis of it, this thesis has brought forward some view about how to perfecting our Technical Barriers to Trade system and how to evade foreign Technical Barriers to Trade.The first chapter mainly introduces the current situation and the reason of forming, it tried to explain that the rationality and certainty of Technical Barriers to Trade. It is ready to bedding for finding how to evade foreign Technical Barriers to Trade and perfecting our country Technical Barriers to Trade system.The second chapter mainly reveals the necessity about perfecting our TBT system with two aspects: foreign TBT situation and our TBT situation.With comparatively analytical method, the third chapter analyses the Technical Barriers to Trade like U.S.A., E.U. and Japan which are our country's three closest trade partners. Finally, the thesis tries to find out defect.Basis in summing up a previous article, the forth chapter discuss the measure to perfect our country's Technical Barriers to Trade, evade the foreign TBT in order to make our country get much better development.
