Small and Medium-sized Enterprises (SMEs) are an important strength in social economic activities. Setting up a SMEs' credit guarantee system and offering credit support for SMEs in financing is one of the effective ways to alleviate their financing difficulty. In western countries such as U.S.A. and Japan, the credit guarantee system is especially well developed. The SMEs credit support guarantee system in our country saw its beginning on trial basis in 1998. Over the past six years, it has already made enormous contribution to the SMEs' development. But it also exposed a serious problem: the lacking of credit in guarantee companies. This seriously restricted the full play of the policy function of the SMEs' credit guarantee system, and it also increased the country's financial risks. The starting point of this thesis goes to the SMEs' credit guarantee system perfection and guarantee risk prevention, to guard against guarantee risk's transformation to financial risk. This thesis bases its research on a detailed analysis of the fundamental attributes of credit guarantee and economics principles. Then this thesis compares the SMEs' credit guarantee system of China with that in western developed countries, and points out that China's SMEs' credit guarantee system selection mode is jointly decided by...
