The sixteenth National Congress of the CPC (Communist Party of China) has put forward strategic objectives to build a well-off society in an all-round way. A well-off society is a society with coordinated development of the socialist material, political and spiritual civilizations. Establishing a socialist political civilization is an important goal for building a well-off society in an all-round way. The way the disadvantaged enjoy in their political status and democratic rights relates greatly to the course of political civilization, and even the realization of a well-off society, for the disadvantaged have become a special social group of our society. Their political participation involves attempting to voice in governmental decision by means of votes, petition and litigation. It is essential, therefore, to guarantee their participation in politics, in order to assure a stable political development and the justness of the society.With a description of the scope and characteristics of the political participation of the disadvantaged, this paper begins with the significance of this participation for building a well-offsociety; then it explores the elements that may have affectedthe participation in the economic, political and cultural sense;finally it offers practical ways to deepen and extend the rangeof participation, with reference to related theories and datafrom home and abroad.
