Our country put forward to build Dalian into Northeastern International Shipping Center in important decision that develop the old industry-base of northeast, becoming developments of Dalian to important window way that northeast region outward open. This bring a history opportunity for the Dalian economy development, pushing the economic further development in Dalian. Developments need the talented person, this paper analysis and discusses for Northeastern International Shipping Center's human resource, in order to reply the demand of future developments.This paper commences from the concept of the human resource, passing to the analysis of the present condition of the port's and the shipping's human resource of Dalian, introducing the advantage and the disadvantage of Dalian shipping human resource in building Dalian into Northeastern International Shipping Center. This paper proceeds the analysis to the supply and demand condition of the harbor and the shipping human resource of Dalian, anglicizing Dalian shipping the talented person' s demand circumstance with quantitative method and qualitative method, forecasting the demand of human resource of Dalian in future. This paper also take Dalian Port as an example with The application production function passes to swallow to vomit the deal and labor force with its human resource in estimate in relation demand that fixed assets throw in, from but have to out the demanding trend in human resource of Dalian. , by this way , we realize the tendency of the requirement of Dalian. At last, to supply reference to build Dalian into Northeastern International Shipping Center, this paper put forward some suggestions about human resource of Dalian.
