A Study Of Local Government's Role In The Participation Of Foreign Affairs In The Globalization Era

For a long period of time, the central government of sovereignty state is the main actor in international arena, the relations between sovereignty states are the core of international relations, local government almost dissociates from them. With the looming of globalization and deepening of interdependence, local economic and social developments are more and more depend on its' ability to participate in international competition, furthermore, local government, as a newly-emerged actor, is now playing an increasingly important role in a country' s foreign affairs.Based on the above understanding, this paper, from local government' angle of view, tries to explore the influence of local government's participation in foreign affairs on national interests. By taking Guangxi and Yunnan (refer to provincial government) as examples, the author attempts to make both theoretical and practical analysis on the provincial government' role in the building of China-ASEAN Free Trade Area, and following the analysis, the author also makes some suggestions and advice for the local government in the promotion of the China-ASEAN Free Trade Area .
