Local foreign affairs management is an indispensable engine in the overall situation of Communist Party of China and the country's foreign exchanges.It enjoys great significance to enhance the overall image of the country,promote foreign exchanges and cooperation,and promote local economic development.With the deepening of the "Belt and Road" initiative at home and abroad,and in the background of deepening the reform of the administrative system,the opening up to the outside world of Lanzhou is facing an important opportunity for rapid development,Lanzhou has gradually transformed from the hinterland of opening to the outside world to the front-ranking soldier of opening to the west.At the same time,the connotation and extension of local foreign affairs management are expanding constantly.Participants are diversified and the channels of communication are diversified.It is really necessary for Lanzhou foreign affairs management to give full play to its political and institutional advantages,mobilizing resources and forces in all fields,and forming a synergy of external work.The complexity and sensitivity of foreign affairs work also determine that the more we open up to the outside world,the more we need to further strengthen and innovate foreign affairs management.Therefore,this paper combines the practice of Lanzhou foreign affairs management,choosing the innovation research of Lanzhou municipal government's Foreign Affairs Management under the Background of "Belt and Road" as the research topic.Based on the principles of government function transformation,Xi Jinping's theory of diplomacy with Chinese characteristics and opening-up,the principles of public organization structure,this paper analyzes the current situation of Lanzhou municipal government's Foreign Affairs Management under the background of "Belt and Road",and uses the SWOT strategic analysis to examine the strengths,weaknesses,opportunities and challenges of foreign affairs management of Lanzhou municipal Government.Some problems have been found such as lack of strategic analysis and research,lack of overall coordination mechanism,inaccurate function positioning,and inadequate role of international sister cities.Based on the current situation of Lanzhou's opening up to the outside world and international exchanges,international sister cities' exchanges,foreign affairs management system,and foreign affairs co-ordination and centralized management,the writer puts forward some innovative approaches to foreign affairsmanagement of Lanzhou Municipal Government,such as activating new momentum of international sister city cooperation,coordinating foreign affairs resources,building a strategic platform,making a long-term plan for foreign affairs management,and promoting the facilitation of foreign affairs services.In order to provide some reference and practical value for the foreign affairs management decision-making of Lanzhou municipal government.
