The main theme of this article is on the institutional reform and innovation of the local foreign affairs administration.Alongside with the deepening of China's reform and openening up,the connotation of local foreign affairs,an important section of public administration of socialism with Chinese characteristics,has undergone profound changes accordingly.The new situation calls for better governance of the local foreign affairs administration.The article has,according to the role of China's foreign affairs that it should play an important role in enhancing world peace,strengthening cooperation with the outside world,take an active part in protecting state security and social stability, emphasized on the necessity for and the feasibility on carrying out institutional innovation of the prevailing local foreign affairs administration.While pointing out the main areas of reform,the article makes suggestions on differential administrative models according to various conditions and situations of China.The article consists of three chapters.The first chapter depicts the history of local foreign affairs development under the general framework of the national foreign policy, stressing on the new role and characteristics of local foreign affairs of the present era and the factors not in compliance with the new situation;The second chapter focuses on the necessity for,and the feasibility and main areas of institutional innovation of the local foreign affairs administration;The third chapter presents the suggestions of differential administrative models and the systematic solutions for enhancing institutional innovation such as overall Party leadership mechanism,streamlining and efficiency upgrading of government bureaus,laws and regulation fortification,human resources building etc.so as to optimize and raise efficiency of the local foreign affairs administration.
