The Assessment And Suggestion On The Effect Of Chongqing's Scientific And Technological Policy

The flourish of science and technology will induce the strength of a country and its economy. Since 1990s, in order to bear off the new century, each country of the world has increased science and technology own development up to the national decision-making level simultaneously. But in the era of globalization, the greatest external variable of development in science and technology is the scientific and technological policy, so it appears that it becomes more and more important to adhere to research on the effect of the scientific and technological policy. The country is like this, so is the area. However, because of the influence of the objective and historical conditions home and abroad, the issue of scientific and technological policy in Chongqing is still a weak field and subject at present. Therefore, it is of vital significance to study the implementing effect of the scientific and technological policy in Chongqing and find out its effect and existing deficiency for carrying out the theory that "science and technology is the primary productivity", carrying through the whole strategy of country "revitalize China through science and education"and accelerating the implementation of "revitalize Chongqing through science and education", further perfecting the existing scientific and technological policy, and identifying the fundamental tendency of the scientific and technological policy of the future. However,the effect of the traditional scientific and technological policy is assessed mainly based on and with a view to the fact, and value dimensionality lacks the rational and legal logical platform and historical position. Therefore, this present paper, on the basis of summarizing scientific and technological policy, the assessment of policy and necessities of value dimensionality, constructs the comprehensive method of assessment to combine the fact and the value at first, and then constructs the index of assessment about the effect of Chongqing's scientific and technological policy from the fact and value dimensionality under the guidance of the methodology.And then ,the methods such as analysis and normalization , comparative analysis , quantitative and qualitative analysis combining together ,and history and logic unified are employed to assess these factual dimensionality indices, for example, the funds of input in science and technology in Chongqing, scientific and technical production, the effect that science and technology promote social economy, technological input of enterprise in innovation, scientific and technological human resources , the current situation of the effect of scientific and technological policy in three major economic circle。Meanwhile, it assesses the value dimensionality indices of the scene of scientific and technological policy, the system of policy's effect, the Scientific View of Development, and ultimate care and so on in order to reflect the diachroneity and synchronicity of the effect of Chongqing's scientific and technological policy. Accordingly, it draws the prospect of the effect of Chongqing's scientific and technological policy wholly, based on which this paper probes into the opportunity and challenge that Chongqing's scientific and technological policy faces, and puts forward some trains of thought and countermeasures and suggestions for the development and assessment of the scientific and technological policy in Chongqing, aiming at bringing a positive influence on scientific and technological policy and the practice of scientific and technological management in Chongqing.
