Research On The Influencing Factors And Paths Of Policy Innovation On The Scientific And Technological Achievements Transformation

Over the past 40 years of reform and opening up,major measures for scientific and technological development and institutional reform have been introduced,which have significantly enhanced scientific and technological strength,and innovation capacity in China.Facing the future,the international scientific and technological innovation competition is becoming increasingly fierce,and the transformation and application capacity of scientific and technological achievements need to be further improved.At present,scientific and technological achievements transformation and application capacity is insufficient,science and technology and the economic channel has not yet fully opened,in order to cope with the current conflict between the construction requirements of science and technology system and the low economic benefits of the achievements,and to adapt to the complex environment and challenges in the new era,it is necessary to promote policy innovation.Exploring the possible path of policy innovation for the scientific and technological achievements transformation and providing reference for the reality will greatly promote policy innovation,which can promote the development of the transformation and application of scientific and technological achievements.In order to explore the specific path of the policy innovation of the scientific and technological achievements transformation in China,this paper starts with the study of the factors affecting the policy innovation,and constructs the model of the factors influencing the policy innovation.With 19 policy cases of scientific and technological achievements transformation,the paper has tested the model by using clear set qualitative comparative analysis method.The empirical results show that :(1)the policy innovation of the scientific and technological achievements transformation in China is mainly affected by six factors:policy demand,administrative pressure,issue monopoly degree,policy environment,resource endowment and government study.(2)there are mainly three paths of the policy innovation: local government study innovation,superior government leading innovation and "mobilization-absorption" innovation.(3)there are three characteristics of policy innovation of achievements transformation in China: the resource endowment is the basic condition of policy innovation,the policy environment promotes "consensus thinking" in the open issuesonly,and the policy pilot is an important condition for policy innovation.According to the above conclusions,the paper puts forward four suggestions to improve the policy innovation path: broaden the participation channels of social forces and enhance the interaction of policy demands;enrich the resource base and attach importance to resource utilization and management;enhance the learning capacity of the government and inter-regional communication;implement policy innovation and optimize the coordinated management.Accordingly,optimize the policy innovation path of the scientific and technological achievements transformation,improve the application efficiency of scientific and technological achievements,and contribute to the development of economy and society in China.
