Local Government Structuring Reform

By the end of 20th century, the issues concerning agriculture, countryside and farmers (Hereafter referred to as the Issues) is shown especially day by day and becomes the important problem of restricting socio-economic development of our country. With the new leading group appearing, the Issues is especially becoming the first one to be most solved. No matter the 16th National Congress of CPC or other important conference of CPC, it is emphasized lots of times. As the putting forward of the question as the Issues, various kinds of solutions arise at the historic moment too. But undeniable, these methods have not achieved the anticipated goal. Following the economic system reform, the political structure reform of China has been going on for many years too. Among these reforms, the most impressed me is the government's organization structuring reform. It is proposed again as one of important tasks of political structure reform in the future on the two Conferences (i.e. the National People's Congress and the Chinese Political Consultative Conference) of this year. This purpose of this subject is trying to find out the efficient causes why the Issues can't be solved until the present time. The paper is divided into four major parts altogether. The first part of introduction has pointed out the background, purpose, structure, meaning, method and innovation of the subject. The second part is analyzing the supported theories in the paper, namely Marx's dissertation of political and economic relations and Deng Xiaoping's dissertation of political structure reform and economic system reform relations; then, it reviewed the related documents on domestic and international local government structuring reforms and the Issues, and it puts forward the domestic and international main views on the two problems; finally, it reviewed the main trends of the process of Chinese local government structuring reform and the Issues. This aims at giving a sample to the paper writing. The third part is analyzing the present problems in current system of Chinese local government. There are four major problems: 1. Too much administrative levels 2. Overstaffing in governments and financial divisions. 3. Over-independent in government's divisions and branches. 4. Local government doesn't own equal financial rights to carry on work. Based on the analysis, the paper raises that due to the inconsequent local government organization brings barriers to solve the Issues, various kinds of solutions can't practice efficiently. The fourth part has carried on case analysis at first, namely the conclusion of reforming experiences on Jianli County and Xian'an County, government's system reform pilot project in Hubei Province; then, the paper raises an overall thinking of Chinese local government structuring reform; following is detailed countermeasures for reform, namely realizing real village autonomy, collecting villages to a county, giving more political right to well-developed county, removing prefecture-level cities, dividing provinces and setting more municipality directly under the Central Government; finally, the paper gives analysis to questions and problems that should pay attention in the process of reform and also give methods to solve these.
