In recent years, domestic communication industry has experienced a series of reform such as reassembling ,separation to accommodate the developing trend of international communications industry. The domestic communication industry has been absorbed into international competition environment In essence ,this kind of competition will be that of Human resources ,in result Management and development of human resources will bring a great and maybe fateful affect on survival and development of domestic communication enterprises. The most important of all for these enterprises ,to gain predominance, is to combine Human resources Management with development strategy and to achieve the complete transform from human resources management to strategic management .this transform is necessary way to supply sufficient human resources for enterprises to gain and keep competition advantage .A special communication enterprise named Xbell Technology Group will be studied based on modern human resources management theory in this dissertation. The research will start with analysis of basic characteristics of strategic human resources management, and finally will be focused on how to put strategic human resources management of Xbell Technology Group into practice. In current international economic environment , fast changeable customer demand ,fast developing technical reform and Globalized economy makes the advantages of a enterprise such as capital, scale ,technology etc inpersistent. Only by building a persistent human resources advantage ,can a enterprise be built to last. Another important factor can make an enterprise be built to last is enterprise strategy management . A natural conclusion that can be drawn from above is that human resources management must be lift to strategy level, in other words, to keep persistent advantage , A strategic human resources management needs to be established. The most important symptom of Xbell Technology Group is that its current human resource is severely separated from its enterprise strategy , which leads to low organization performance and has been the big obstacle to farther development of Xbell Technology Group .The only way to solve this problem is to establish a effective strategic human resources management system. Strategy is key factor of enterprise development and human resources is the most important one of all resources of enterprise that can control, hold, use and schedule all kinds of resources in a enterprise and also be getparms fountainhead of other technical and management resources. The current embarrassment of Xbell Technology Group can be removed by leveling human resources management up to strategic level. In other words, Only by combing these two factors, can the problem that Xbell Technology Group facing now be resolved. Currently there are few research on strategic human resources management ,specially those combined with given enterprises .While this dissertation will carry out a exploratory work in this field which will take a special enterprise as a study case. The object of the dissertation is to explore a way to actualize the strategic human resources management that can be helpful for climbing in screwy of a enterprise's performence.
