When in traditional economic control time, basically the community could be divided into Administration unit, Management unit and Manufacturing unit etc. Management unit was involved in Politics, Economic, Public livelihood and all fields related to society developing. It took responsibility on research, education, medical treatment, culture, sports, public facility, social welfare, social insurance etc. and was playing an un-substituted supporting role in social economic and developing. Currently there have 1.3 million Management units in our Country with about 30 million employees. Most technical professionals are in Management unit. At present, we stepped into a new historic period on both Opening & Economic Reform and Modernization Developing. Economic System Innovation is going deeper and deeper, Politics System Innovation is also advancing step by step. Government is improving functionary personnel system, manufactory field is also leading in new employee system, system innovation in Management units like science and technology, education, culture, medical treatment, and service etc. is also going deeper and deeper. All of this request us to speed up the Management units personnel system reform. Personnel system is one of the important part of system innovation for Management unit. It is related to the Economic system, Politics system and Cadre managing system. After the Liberation, along establishing highly centralized Economic and Cadre managing system, government developed one system to control both government officer and employees in Management unit. After entering into Opening and Reform stage, especially in recent years, when advancing personnel system reform positively, though we have made certain improvement on research of employee selecting system, professional title managing system, employee inflow and outflow control system etc. from the overall viewpoint, it not suits well with Community Policy Economic system and other developing. The internal of Management unit is very complicated, one personnel system suits for all kinds of Management units has not been set up completely, not fully developed on effectively stimulate through competition system, self-controlling system and supervising system. The Employee system which capable of promoting and retaining, inflow and outflow has not been set up, and cases in distribution field is still very popular etc. To set up new personnel system in Management unit is one of the basic objective for establishing the present Management unit system. As for the problems appeared in Reform progress, the government issued notification (Ren-Fa [2000]No.78).In the new century, Central State Council requests to go further of cadre member personnel system reform, accelerate the innovation of Management unit personnel system, this shows the central government has already put issues of deepening Management unit personnel system reform in present agenda, and it already reaches the time point that the personnel system of Management unit must be reformed and the progress must be speeded up. Through the analysis to the Management unit and it's personnel system developing history, this article states that the main disadvantage of our current Management unit personnel system is taking 'control'as the key point, and at the same time as a subsidiary unit, it slacked people's service sense to community, also problems in distribution system restrained people's creativeness. In order to solve these problems, it ought to regard below security systems as the reforming target of personnel system in management unit, such as setting up the all-inclusive employ system, and strict checking system, promoting system, rewarding system, punishing system, and firing system , also establishing competitive system with vigor, and variety wage allotment, social employment , medical treatment, annuity etc. Thereby to rebuild Management unit as a operation unit for public service, active the employees motivation to develop and research, fully cure problems of'Lazy','Slow witted'and'Disclaim', highly improve the working efficiency and quality, therefore, fulfill the mission of improving public service efficiency and quality.
