With the rapid application and development of business over internet, networksafety has become the main problem of e-commerce. While CA(CertificateAuthority)has become the main methods in the field of safety and identification asthe network safety base and has been used more and more widely.CA is used tosolve the problem of validity check in the public key system.CA provides the digitalcertificate for every user who uses public key. While digital certificate is the digitalsignature file of CA which includes the information about the owner and publickey .The digital signature of CA makes the destructor can't counterfeit and jugglethe certificate. The function of digital certificate is to prove the user listed in thecertificate possesses the public key legallyEarly in 1999,China Telecom established the CA system which has beenapplied in domestic business, and has become the main system. China Telecom wasdivided and re-assembled in 2002,after that RA(Registry Authority) system of 10northern provinces has been using the license of China Telecom. Meanwhile becauseof the factors of technology, economy development and industry background ,thereis the defect in original system structure ,operation management and businessmode .So China Netcom must build the CA system urgently.Due to the above background, the paper focuses on the argue of the scheme ofChina Netcom CA project ,including system structure ,scale and so on ,as the sametime, it also demonstrates the feasibility of the CA project, providing the referencefor the investor.At first, the paper introduces the construction, application and main problemabout China CA market, and puts forwards the principle and goal of construction.Through the analysis of the application prospect of CA and development data of CAcertificate in partly provinces, the paper estimate the number of certificates of ChinaNetcom CA classified into individual certificate, server certificate, enterprisecertificate and test certificate. It demonstrates that the number will reach 920,000certificates till the year of 2007,and the trend will be rising.The paper offers four plans about the CA construction. The first one is to builda new CA system and to configure the device redundantly in the second stage,thedifference between the first and the second is the configuration is redundant in thefirst stage, the third plan is to re-construct the existing CA of JiLin province into CAof China Netcom, and the configuration is redundant in the second stage ,the last oneis the configuration is redundant in the first stage ,and re-construct the CA of JiLinprovince. Comparing the four schemes from investment, constructionperiod ,financial inner return rate(FIRR),investment return period(IRP),financial netpresent value(FNPV) and complexity, we choose the third plan as the final .According to the final plan, the paper provides the detailed constructionmethods, including system structure, hardware and software structure, safety, how totransfer between the new and old system. All the means is to keep thestandardization and safety and being extensible. In the third chapter, the paper alsomakes proposal about the schedule to make the project finish as soon as possible tobring the benefit. The other brief content in the third chapter is about staffarrangement and training, environment protection and power saving, place conditionand facility choosing. The aim is to give reference for the investor.Economic profit analysis is the important part in this paper. It can offerscientific and objective understand about the feasibility of the project, and make theinvestor make the right decision. Economic profit analysis consists of financialevaluation and country financial evaluation, the former is from the angle ofenterprise or project to estimate the benefit of project, while the later is on theposition of country to evaluate the benefit to society. Much knowledge abouttechnology economics and accounting is applied in economic benefit analysis. Themain indexes are FIRR,IRP,FNPV and so on. Through the historical finical report,much base data is got , such as operation cost, management cost and financial cost.According to the quantity of CA certificates, the income can be estimated. So somefinancial evaluation indexes are got,which are better than the base criterion in thearea of communication. It demonstrates that this project has strong ability of profit.This project is feasible in finance completely.
