The 16th National Congress of the Communist Party of China proposesmeeting the arrival of the new climax of the cultural construction, the ThirdPlenary Session of the 16th Party Central Committee proposes "strengtheningthe ability to participate in international cooperation and competition ",continue implementing the "Go-Out"policy. It is significant with thecompetitive power and the cultural international cooperation of our country todevelop our foreign cultural trade. Cultural trade has already caused theattention of a lot of countries because of its particularity. The meaning ofcultural trade in our country lies in: First, contribute to promoting theeconomic function of foreign culture, accelerate accumulating the nationalwealth. Second, contribute to propagating the cultural idea of China, promotethe knowledge of China of the world, establish the good international image ofChina. The foreign cultural trade not only have economic value, diplomatic,declare the function outside, but also propagate its ideology and values. Third,contribute to developing the added value of the cultural product, expand theforeign export of China. Fine cultural product and culture service can offer theabundant cultural added value, open the wide road for the foreign export ofother industries.But China with a civilized history of 5,000 years seems to lag behindduring nowadays international cultural trade. China has not turned theabundant culture resource comparative advantages into the competitionadvantages in the international market of the cultural product at present. Weneed to use some countries for reference. As a kind of more and moreimportant international trade of current society, Cultural trade is one of theimportant components of international trade, it is necessary to carry onsystematic research to it.This thesis is divided into three parts altogether:The first part introduces the international cultural trade overview.International cultural trade is divided into the hardware (the implementstool and thing attitude carrier that produce, store, propagate cultural issues)and software (cultural issues and culture service). Cultural trade got fastdevelopment in the past 20 years, caused the extensive attention of theinternational community. However, cultural trade is carried on among a fewdeveloped countries (America, Germany and Britain, France) mainly. S. Koreahas regarded movies as the guide. This country has become up-and-comingyoungsters of this field.American advanced cultural industry, forms a lot of extensivetransnational enterprise groups. The volume of export of American culturalindustry occupies the first place in all the industries. It is an important exportindustry. With the export of the cultural product, America propagates itsthought idea and life style to all other parts of the world. The Americancultural product occupies so important a position in the international market,the reason is as follows, government's support in policy and fund to thecultural industry; The government appears to do world well to coordinate forthe cultural product; American living standard is very high, the demand for theculture is very high too, it stimulate the development of the cultural industry,promote the export of the cultural product objectively.Though the scale of export of the S. Korea cultural product is less thanmany powerful countries far, but the export of cultural product which wasrepresented by movies and television play had development at full speed inrecent years. The volume of export of the movies increased by 4 times in 5years from 1999 to 2003; The quantity and univalent exported rise by a largemargin. S. Korea turns domestic and abundant culture resources into thecompetition advantages in the international market of the cultural productbecause of the following reason: The government makes the developmentpolicies of the cultural industry, offer the funds; Support in funds of bigfinancial groups; Pay attention to personnel training; Utilize the advancedinternational marketing means.The second part introduces the cultural trade development of our country.Firstly the thesis introduces the imports and exports situation of culturalproduct of our country. The export of culture software (the product) is theweak link of our country. The cultural product of our country is very small inportion on the international market. Their influence concentrates on East Asia,the common cultural origin area mainly. The demands for the culture of peopleimprove quickly, domestic production capacity can't meet the demands, so weneed a large number of imported cultural products. In the face of this kind ofsituation, cultural industry should strengthen the self-development.Secondly, the thesis analyses the representative trade of the culturalindustry (the moviemaking, art of acting, publishing business ). Chinese movie& TV industry strengthens the self-development. It makes management systemand guarantee perfect and participates in international cooperation actively inmany ways, it is the more successful one in the cultural industry of our country.Though we have made some typical success in art of acting in the internationalmarket, they don't have universal significance. The existing problem is stillvery great: The cultural industry of our country starts relatively late, thedomestic demand can't be satisfied, generally international competition of thecultural product is insufficient, the export product takes international marketshare relatively low, it is in the edge position; The foreign cultural productsqueezes into the market of our country with the good and inexpensive culturalproduct. Compared with huge culture resource, Chinese culture trade isout-of-balance seriously, it is in the weak tendency position.Sum up the influence factors which restrict development of our culturaltrade as follows: It is not enough to protect the national cultural productsmarket, and protect the cultural product export insufficiently; The total amountof the cultural industry is small in scale , enterprises are in small scale too, theinternational competitiveness of our cultural product is insufficient; Theculture market competition is unordered, the acts and efforts for expediencyare serious; Pay little attention to the international marketing and commercialoperation on the foreign market.The third part proposes our research into developing countermeasures incultural trade. .Our country develops cultural trade,first , we should strengthen theself-protection, strive for independence in the international market , participatein the formulation of the international trade rule of new period actively .
