From theformer, government credit enhances a capacity of making the citizen trust it.Government commands the citizen's trust by keeping promises and takingresponsibilities with high sense of responsibility and moral. From the latter,it's the psychological reaction of organizations and citizens by judging ifgovernment's performances accord with its promises. It's the core how tosatisfied the citizens. And it mainly enhances in three aspects in the processof administration: decision making credit, behavior credit and procedurecredit. Compared with corporation credit and personal credit, it has its ownunique characters. The body of government credit couldn't be changed. It hasa profound influnce, and at the same time affected by many complicatedfactors. Credit is one of government's intrinsic features. From public ethics,politics and economics, we might find enough theoretical evidences tosupport our opinions. It hurted the government reputation for lack of credit inpractice, and it's a impetus to accelerate government credit construction. Many scholars pay great attention to this problem and study it deeplyfrom different standpoins. So we might learn more and more about it. Nowthe key problem is how to take some effective measures to put them intopractice in order to improve present conditions. Considerating deeply, wewould make rational choice. We think the root of the question is not onlypublic servants'moral factor, but also some flaws existing insystem Such aspublicadministration institution, leaders institution and so on. As far as institutions are concerned, firstly, public power institutionwithout restricted fully exceed the scope authorized by legislations. And itleads to "overload"of government credit capacity. Secondly, decision makinginstitution is not mature so that some executives might revise decisions freely.As a result, people wouldn't believe in our public sectors because of unstablepolicies. Thirdly, lack of restriction in public responsibility, it makes theofficials are absence of essential responsibility consciousness so that theycouldn't serve for people with heart and soul. Even in some situations, someofficial might use their power to pursuit their own profits such asseeking-rent and so on. Fourthly, it's another factor to affect governmentcredit that some deficiencies existed in leader institution. In practice, theofficials are appointed by the senior executives, so their aim might be how tosatisfy their senior leaders. At the same time, they couldn't be evaluatedobjectively besides their performance in economy field for lack of a set ofall-round evaluation systems.
