Corruption in the present world is regarded as public nuisance for thehuman beings. Both developed and developing countries are affected by thevirus of corruption. Corruption has different degrees and types though, theresults are the same. That is it intensifies the disparity between the poor andthe rich and activates social contradiction. There has been many countries inwhich corruption leads to queasy political situation, political poweralternation or even political party decline.Since the beginning of reform and opening to the outside world, alongwith social reforms, the problem of corruption is intensified. It has alwaysbeen a highlight concerned by the entire society. This problem has becomeserious hidden trouble for the ruling party and keenly felt pain for civiliansand has caused uneasiness to all circles in the society. To make acomprehensive survey of the experience in struggle against corruption for thelast thirteen years, a serious issue can be found, which deserves closeattention, i.e. corruption of "the first in command". It is rather importantlymeaningful to study effective supervision on "the first in command".The corruption problem of "the first in command"is quite seriouscurrently. From "the first in command"in party or government, who has greatpower in hand, to "the first in command"in a unit or an enterprise, there arecases that they fall down due to corruption problem. In the new situation,corruption of "the first in command"is featured by "hot spot", "complex","peripherization", "group", "tabloid"and "family". Corruption of "the first incommand"is caused both historically and realistically and both subjectivelyand objectively. It brings along serious harm and consequence. First of all,large range of corruption may occur, thus leading to fearful political crises.Secondly, great economic loss may be caused and development of economyand society may be seriously affected. Finally, it contaminates the order ofthe day and influences stability of political power. Therefore, close attentionhas to be paid.Supervision on "the first in command"is both an old problem and a newissue. It is a theoretical difficulty and a practical hotspot. Conceptuallyspeaking, indifferent consciousness in supervision leads to more difficulty insupervision. From the view of mechanism, integration of decision-makingauthority with supervisory authority causes difficulty in implementation ofsupervision. From the view of institution, incompleteness of democracy andlegality results in insecure supervision. From the view of system, adherencebetween subject and object of supervision makes supervision hardly performits function. All the above factors may prevent supervision on "the first incommand"currently. Therefore, solution must be worked out by adoptingeffective measured.To implement effective supervision measures on "the first in command"and inhibit "the first in command"from corruption, we should first proceedwith the following four aspects:First, power distribution should be reformed so as to strengthensupervision's power to suppress power. The power, responsibility, obligationand interest of "the first in command"must be clearly defined and powershould be distributed properly so as to prevent excessive centralization ofpower and to make balance among power, responsibility, obligation andinterest, thus forming a system of self discipline.Secondly, supervision system should be perfected and the legality ofsupervision should be strengthened. We should take the chance ofimplementation of "Regulations"for supervision within the Party, to enacttimely "Supervision Act", to establish and perfect power disclosure system,dismissal and post alternation system and personal property and incomedeclaration system for "the first in command", etc. so that their act can berestricted and normalized from the system point of view.Thirdly, supervision mechanism should be innovated and relativeautonomy of functional supervision should be intensified. The existingleadership system should be reformed. As for the existing duplex leadershipsystem in discipline inspection organs, the priority given to the leadership ofparty committee of same level is to be given to that of superior disciplineinspection organs, so as to ensure independence and authority of the...
