On Government's Function In Developing And Improving Grain Logistic System

Grain is a kind of strategic goods which is vital importance to the nation's economy and the people's livelihood. Grain logistic directly connects agriculture production and citizen's consumption. So development and improvement of grain logistic system is the guarantee to organize grain logistic scientifically and reasonably. This thesis discusses the government's function on developing and improving grain logistic in six sections. In Section One, grain logistic system is generally described. First grain logistic and grain logistic system are defined. Then the development process of grain logistic in China is analyzed and expatiated in four phases, which include planned economy period, interim from planned economy to market economy, market economy period and after WTO entrance. At last the importance of developing and improving grain logistic system is discussed in three items: Firstly, it is beneficial to solve the typical problems in current grain production and circulation. Secondly,it is beneficial to maintenance grain market order and standardize grain business. Thirdly, it is beneficial to accelerate to adjust and optimize grain industry structure. In Section Two,necessity of government's function on developing and improving grain logistic is analyzed in four parts, which include lack of rationality in grain logistic management system,lack of marketization condition in grain logistic management , lack of unification in the coordination of grain logistic and lack of science in macroscopical control. In Section Three,target and direction of the government's developing and improving grain logistic system are described. The future grain logistic system should be consisted of good grain circulation establishment , effective and reasonable operation, scientific and orderly management method and completed information service. In Section Four, ways and methods on government's developing and improving grain logistic system are discussed in six parts. First innovation of grain logistic system should be enhanced. Second building the establishment of grain logistic, scientifically organizing the balance of every part in grain logistic chains should be accelerated. Third development and importation of logistic technology should be accelerated. Forth the establishment and application of information and automatization in grain logistic should be enhanced. Fifth high quality human resource for grain logistic should be built. Sixth the scientific method of macroscopical control in grain logistic we should be improved. In Section Five, problems needed to be solved by government for development and improvement of grain logistic are discussed. First the understanding barrier needs to be moved away. Grain logistic should be analyzed by systematic method. The idea of developing "Green Grain Logistic"should be built. Second the problem of backward in technique should be solved. We should organize to tackle key problem and import the high tech for overtaking international advanced logistic. Third system obstacle should be moved off. Both sides are all should be emphasized, especially the macroscopical control which is the key point to rectify the disorderly market. In Section Six , suggestion on how to accelerate to build the government's developing and improving grain logistic system is put forward. First reasonable industry,tax and price policy should be built. Second the limit among trade,area and department to reach composition of forces should be broken. Third modern grain logistic plan and logistic standard system should be made. Related operation system and management should be adjusted and improved. Grain logistic is very important to accelerate the continuous improvement and coordinated growth of grain industry,and also to improve farmers'income and efficiency of grain circulation. But the lag of grain logistic establishment is becoming the main barrier which affects grain circulation. Around the target and direction of grain logistic system development, the government should enhance policy guidance, market operation,management improvement,good service and system innovation.
