The fact that the efficient human resource programming can promote the competitive advantage of the organization has been proved by a number of research results. Human resource has been the most important resource comparing with market and technology. It becomes the focus, which is scrambled by the companies. If you want manage a company then first you should manage human resource. How to draw the human resource programming well, how to carry on the human resource competitive stratagems and keep competitive advantage had became the most important problem to the companies. All of the works are keeping their eyes on the human resource programming.This research paper makes XY Dnamoelectric Instrument Co.,Ltd as an example.
