Alleviating The Issues Concerning Agrculture, Countryside And Pesants Based On Institution Analysis And Orgnizing Study

The issues concerning agriculture, countryside and peasants have become China's biggest headache and obstacles to modernization. So there is great significance to study the issues.First, the thesis synthesizes the theory of institution and organization in view of the new institutional economics, introduces theory of state and then deals with the relationship among organization, institution and state. The later discussion is based on above theories. The main points of view are as follows: state mainly provides institutions; institution is environment of organization sprouting; In turn, organization acts as the protagonist during institution transition. Especially, efficient organization plays important role in the change of institution. Meanwhile, organization restricts state action through institution as well as makes progress in the innovation and institution transition. Through holding talks on a reciprocal basis, a balance is struck between organization and state, thereby influencing the supply and formulation of fresh policies.Next, the paper analyses the causes of the issues by means of institutional analysis, including the character and behavior of peasants, the relationship between institution ethics and peasants' non-national treatment, the relationship between institution and rural public goods and the relationship between institution and agricultural problems. Based on above discussions, the paper points out that institutional discrimination, lack of peasants' organization and unbalanced institutional transition are the direct causes to the issues concerning agriculture, countryside and peasants.
