With the appearance and the development of the national institutions and the money economy, Government Procurement has been calling into play in the economic life. However, the perfection of the economy and the government functions require to scale-up the government procurement. In 1782, British firstly carried out the Government Procurement System, which has been accepted by other countries fast and broadly as the part of the Government public fiscal management system. With the development in last more than two hundred years, such system has been formed into a set of a integrated system in many developed countries. And in 1995, ShangHai city carried out such system for the first time in China, then it has been broadly put into practice all over the country. Now, it has made a great progress in improving the services efficiency and restraining the corruption behavior. At the same time, it has insured the government departments to operate effectively and provide more perfect public services.Now, our Government Procurement Management System is divided into several ranks relative to the administration ranks. That is to say ,the Government Procurement items is decided by the local fiscal departments, which isolate the purchase markets between the up and down fiscal departments and the coequal fiscal ranks. There are many faults in such Government Procurement system pattern, such as the small scale, narrowly-scope, high-cost, shortage of the experts and suppliers resources. On the other hands, such Government Procurement System has limited the purchase in the local region ,so that it easily leads to the Rent Seeking, which picks up the corruptions in the procures in the Government Procurement.The Government Public Expend Theory requires the Government Procurement to be abided by the principles like "pay as you go ", "social benefit "and the "lowest-cost". And the economics of scale theory suggests that our Government Procurement take a reform to resolve the problems mentioned above, and united breadthwise or lengthway is one of the most efficient and practical means. So this article suggests that we united the Government Procurement territorially, the discusses the basic patterns, modes and the foundation of the regional markets.At last , author has assumed the united Government Procurement territorial in ChongQing city, including the target market, operation mechanism and the uniform market resources, which is practical and realism.This article includes six chapters:Ch 1: Introduction, in which the author introduces the background, meanings, aims and the methods.Ch 2: The conceptions about the Government Procurement and the united Government Procurement. It also quote the fiscal public expends theory and the economics of scale, which will support the suggestions put out to solve the problems mentioned in the artilcle.Ch 3: The Government Procurement Systems in the other countries or the economic communities, which could provide us the use for reference.Ch 4: Describing the situations and the development procures of the Government Procurement in China, including the features .problems and the reasons.Ch 5: the principal in the article. The author has suggested that we should unit the Government Procurement territorially. Firstly, It has described the disadvantages in the current system and the advantages in the united territorially situation, so that it has show the necessity of the united Government Procurement territorially. Secondly, it explains the feasibility by the development of the technology. Thirdly, it describes the basic patterns and the modes in the united territorially in the theories. Lastly, it has introduced a practical case in our country.
